This is not a long attraction day. Treat it as a scenic drive: pick the section closest to where you are staying, stop at the overlooks that are actually convenient, and keep expectations simple. The payoff is wide mountain views with less chaos than the park's busiest roads.
Best Foothills Parkway Section for Most Trips
Drive Walland to Wears Valley if you are staying in Pigeon Forge, Wears Valley, Townsend, or most cabin areas west of Gatlinburg. The National Park Service lists this section at 14.75 miles one way, which makes it easy to fit into a morning, sunset drive, or a quieter route between Townsend and Wears Valley.
This is the section I would send most first-time visitors to because it is simple: big views, good pullouts, and no need to commit half the day. It also works well if Cades Cove is too crowded or if you want a mountain-view drive without parking drama.

When Look Rock Is Worth Adding
Look Rock is worth it on a clear day. It sits on the Chilhowee to Walland side of Foothills Parkway, which NPS lists at 16.6 miles one way. The Look Rock Tower Trail is a 0.8-mile roundtrip paved walk, but paved does not mean flat. It is short and steep in places.
Skip the tower if your group is tired, the ridges are socked in with fog, or you are trying to squeeze this between timed plans. Do it when visibility is good and you can slow down. The lower overlook and the tower area are the main reasons to drive this section.
Foothills Parkway works best as a flexible scenic drive, not a packed itinerary.
What About the Cosby Side?
The Cosby to I-40 section is a good option only if you are already staying near Cosby, Newport, or the east side of the park. NPS lists it at 5.6 miles one way. It is not the section I would send a Pigeon Forge or Gatlinburg visitor to first unless they were already headed that direction.
Best Stops and Overlooks
Wears Valley pullouts: best for a quick scenic stop if you are coming from Pigeon Forge or cabin country.
Walland/Townsend side overlooks: best for a quieter mountain drive before or after Townsend.
Look Rock: best for the biggest add-on view, but only if the sky is clear enough to make the walk worthwhile.
Cosby overlooks: best for travelers based on the east side who want a short parkway drive without crossing the whole park.
2026 Need-to-Know
Parking tags: Great Smoky Mountains National Park requires a physical parking tag when parking longer than 15 minutes. Current NPS prices are $5 daily, $15 weekly, or $40 annual. Digital copies are not accepted.
Restrooms: do not assume every overlook has facilities. Plan restroom stops before the drive.
Dogs: pets are allowed in vehicles and parking areas, but most park trails are not pet-friendly. Do not plan Look Rock Tower Trail as a dog walk.
Weather: fog, rain, and low clouds can erase the view. Check conditions before making Look Rock the whole point of the drive.
My Recommendation
If you are staying in Pigeon Forge or Wears Valley, drive the Walland to Wears Valley section and stop wherever the view opens up. If you are staying in Townsend, use Foothills Parkway as a quiet add-on before or after Little River Road. If you are near Cosby, use the short eastern section. If you are in Gatlinburg, only do Foothills Parkway when you are already heading toward Wears Valley, Townsend, or the west side of the park.
For a simple trip: go near sunset, bring the parking tag if you plan to stop more than 15 minutes, and do not overbuild the route. Foothills Parkway is strongest as a calm mountain-view drive.
